Dental Floss Certifications Ranked by Verifiability: ASTM D6400, EN 13432, BPI, OK compost HOME, FSC, GOTS and “PFAS-Free”

TL;DR — Of the seven labels found on plastic-free floss, only ASTM D6400, EN 13432 and OK compost HOME publish an actual pass/fail number. ASTM D6400 ranks first because California law points at it by name. A bare "PFAS-free" claim ranks second — no certification mark, but a Minnesota sales ban makes it enforceable. BPI, the mark US composters actually recognize, ranks third because dental floss fails its first eligibility rule. EN 13432 sits fourth — the same rigor as D6400, with no US legal hook. OK compost HOME ranks fifth: rigorous on paper, weak against the real-world home-composting evidence. FSC and GOTS are genuine and auditable, and both are about the packaging or the fiber supply chain, not the disposal of the thread.

Seven labels turn up on dental floss sold as plastic-free in the US. Three of them publish an actual pass/fail number: ASTM D6400 (no more than 10% of original dry weight left after sieving on a 2.0 mm sieve, within 12 weeks), EN 13432 (90% disintegration in 12 weeks, 90% biodegradation in six months) and OK compost HOME (90% biodegradation within a maximum of 12 months, tested at 20–30 °C). The other four — BPI, FSC, GOTS and "PFAS-free" — either inherit somebody else's number, cover the box rather than the thread, or have no threshold at all.

A mark that sounds impressive and a mark you can check are two different things. This ranking sorts on the second. A companion piece in this series ranks the six filament categories themselves on certification, disposal and cost per meter, and another compares silk, nylon and PLA head to head. This one is only about the marks.

The five criteria, named before the ranking

Every label below is scored on the same five questions:

  1. Published threshold. Is there a number — a temperature, a time limit, a residue percentage — in a document anyone can open and read?
  2. Independent certifier with a public registry. Does someone other than the seller audit it, and can the certificate be looked up by name?
  3. Scope. Does the mark cover the filament, or only the paperboard sleeve, the outer carton and the spool?
  4. US legal force. Does a federal or state rule attach a consequence to the claim?
  5. Reality match. Does the condition the certificate describes actually exist on the route this product takes after use?

Criterion 5 is where most of the ranking is decided, and it is the one buyers almost never apply.

1. ASTM D6400 — the number US law points at

D6400 is the most specific document in the category. It defines a laboratory composting test and one hard threshold: no more than 10% of a product's original dry weight may remain after sieving on a 2.0-mm sieve, inside 12 weeks. The standard is explicit that it describes municipal or industrial facilities, where thermophilic temperatures are reached. It says nothing about a backyard pile.

It ranks first because California gives it teeth. Under state law, "compostable" or "home compostable" may only appear on a plastic product if it meets ASTM D6400 or D6868 and is certified by an approved third-party organization. That converts a technical standard into a sales condition.

The honest caveat: we could not verify a single dental floss product carrying D6400 certification. The standard is checkable. Its presence on floss is currently theoretical.

2. "PFAS-free" and "PTFE-free" — no mark, and still the most checkable line on the pack

This is the ranking's first surprise. A bare "PFAS-free" claim has no certification body, no registry and no published protocol behind it — it fails criteria 1 and 2 outright. It still ranks second, for two reasons.

First, it is about the thread. It describes what the filament and its coating are made of, which is the only thing on the pack that is true or false at the moment of purchase, independent of what any waste facility does later.

Second, it is the one claim in this list that a US state has made enforceable on this exact product. Since January 1, 2025, dental floss with intentionally added PFAS may not be sold in Minnesota — floss is one of eleven product categories named in the statute. A false claim there is a sales violation, not a marketing dispute.

Two cautions. "PTFE-free" is a narrower claim than "PFAS-free": PFAS is a class, and Minnesota's rule addresses intentionally added PFAS generally, not one polymer. And a claim with no third-party test data attached is still just a sentence — ask for the test report, not the phrase.

3. BPI certification — the mark composters recognize, and floss cannot have it

BPI is the label US municipal composting programs actually accept, it inherits the D6400 threshold, and it maintains a public certified-products directory. On criteria 1, 2 and 4 it scores well.

Then it fails criterion 3 categorically. BPI's own eligibility rules state that "the item must be associated with desirable organic wastes, like food scraps and yard trimmings, that are collected for composting". Dental floss is neither. BPI does not mention floss anywhere, so this is an inference — but the criterion is a gate, not a preference, and floss does not pass through it.

The second surprise is what happens downstream. Hennepin County, Minnesota, runs one of the largest US residential organics programs, and its list of accepted materials names dental floss among the items that must not go in the bin. The same list rejects waxed products unless they are BPI certified — which floss cannot be.

4. EN 13432 — the same rigor, the wrong jurisdiction

EN 13432 is the harmonized European standard, and its requirements are as concrete as D6400's: at least 90% disintegration after twelve weeks and 90% biodegradation within six months, plus ecotoxicity and heavy-metals testing. Like D6400, it is written for industrial composting and anaerobic digestion.

It ranks below D6400 for an American buyer purely on criterion 4. No US rule references it, and a California retailer cannot use it to satisfy the state's labeling condition. Note also that the fact sheet above is published by a bioplastics trade association — an interested party, though the figures match the certifiers' own specifications.

5. OK compost HOME — the biggest gap between the promise and the pile

This is the label that most deserves a downgrade, precisely because it is the one that sounds like it solves the problem.

The scheme itself is not vague. Its technical specification requires that biodegradation be tested at ambient temperature, between 20 °C and 30 °C, reaching 90% within a maximum of 12 months, with disintegration inside six months. It is audited by a third party and the certificate is traceable. Criteria 1 and 2: passed.

Criterion 5 is where it collapses: the largest real-world test to date — a UK citizen-science study with 9,701 participants and 1,307 usable home-composting results — found that 60% of items certified home compostable still had remains clearly visible after composting, and we walk through those numbers and their limitations in our ranking of the six filament categories.

The scheme is also not built on an ISO or ASTM standard; it is a certification body's own specification. That is a meaningful difference from criteria 1 and 4 above.

6. FSC — real, verifiable, and about the box

FSC is a well-run scheme. Independent third-party evaluations confirm that the forest-based material comes from certified, recycled or controlled sources, each licensed user carries a code, and certificate holders can be looked up in a public search.

It ranks sixth for one reason: on a floss product, FSC is on the carton. It says nothing about the filament, the wax coating, or where the used thread goes. Criterion 5 is the one place it beats the composting marks — paperboard genuinely does have a collection route in most US municipalities. Judge it as a packaging claim and it is honest. Read it as a claim about the floss and you have misread it.

7. GOTS — real, verifiable, and rarely about the thread

GOTS certifies textile processing rather than farming: it covers every step from fibre processing and spinning through wet processing, manufacturing and trading, and it applies to certified organic natural fibres — cotton, hemp, linen, jute, wool and silk among them.

Silk is on that list, so GOTS is not irrelevant to a silk floss in principle. But it certifies how a fiber was processed, not how the finished floss performs, what the wax coating contains, or what happens to it after use. On nylon, PTFE, PLA or polyester floss it does not apply at all.

The floor: words that are not certifications

Below all seven sit the phrases with no scheme behind them: "eco-friendly," "green," "climate neutral," "plastic-free," and unqualified "biodegradable." These are not weak labels. They are not labels.

They also carry the sharpest legal exposure in the US. California prohibits selling a plastic product in the state labeled with the term "biodegradable," "degradable" or "decomposable" at all. Any composting-related word on a pack should be read as needing a standard, a temperature, a time limit and a facility type attached — and if those four things are absent, the claim is decoration.

Verdict

If you want one thing to look for on a floss package, look for a specific, testable, composition-level claim with a test report behind it — that is where "PFAS-free" outperforms every compostability mark here, despite being the least formal item in the ranking.

The seven labels re-sorted by what part of the product they speak to, rather than by rank. If you want one thing to stop looking for, it is a composting certification on the thread. No US label can honestly promise the end-of-life outcome, because the certified route does not accept the product: municipal organics programs list floss as a rejected material, and BPI's eligibility gate excludes it before testing begins.

That leaves a smaller, less satisfying conclusion. Certification on floss is currently a packaging story and a chemistry story, not a disposal story. The most defensible purchase is the one where you can name the filament polymer, name the coating, and read a test report — not the one with the most marks printed on the box.

For anything happening in your mouth rather than in your bin — bleeding, pain, floss shredding on a specific tooth — that is a conversation with a dentist, not a labeling question.
